No issues with any other games titles, includings titles like Witcher 3 (Average 90 FPS with everything maxed at 3440x1440), Assassins Creed Origins (65FPS Average Maxed), GTA5 (90FPS), etc..

Then ESO, 40FPS Average..... I even have view distance set to 30/100 just so the game is playable. What can I do?

You have A LOT to do, and A LOOOT to read.
You will need lot of time to solve this. Patience, remember, is a good thing for a human.

    - The first thing that you should have done: Repair the client.
Open Launcher right clicking on it and selecting "Run as administrator".
On the middle, it says "GAME OPTIONS". Click on it, and select Repair.
    (it can take a while)
    ________________

After this is done and the "Play" button is available again, I recommend these things:

    - Going to the location of your addons, and UserSettings.txt, etc
(on non Steam version, it is Documents\Elder Scrolls Online\live)
and deleting the file named "ShaderCache.cooked".
The game will auto create it after you log in (it will take more time than usual that screen, the one before the characters).

    - Go to the client folder (The Elder Scrolls Online\game\client).
There you have 2 files that launch the client (that are the client itself), "eso.exe" and "eso64.exe".
You need to right click on "eso64.exe", and select Properties.
Compatibility tab --> click on Change settings for all users.
Check (I mean, tick) "Run this program as an administrator"
    Check (tick) "Disable fullscreen optimizations"
    Accept all.

    - Create a shortcut for "eso64.exe", to bypass the Launcher (you need to open Launcher to update client, remember).
That way, you only double click the "eso64.exe" shortcut on your desktop to open the game (that you already set to be run as administrator).
(As my opinion, launching this game from the launcher (pardon the redundancy) should be completely avoided)

    - Read this. Also this.
Absorb all the information about graphics on this game, and UserSettings.txt. Understand, not just read.
(be careful, it is lot of information, and lot of it is useful today, but there are some things that are old right now. Read carefully)
I recommend, on UserSettings.txt, to turn off high shadow resolutions.

    - Install, and full configure the settings ingame, of this addon.
I consider it a "must have" to be honest, even on high end PCs.

    - Your CPU is already Unparked?

    - Drivers of your graphic card fully updated? How did you update them?
A graphic card Driver NEVER SHOULD BE downloaded from random websites or programs.
    ALWAYS from the manufacturer website.

I wish you can solve this bro!

Is it 40 FPS all the time or in heavy populated area's, if the latter, I think that is par the course sadly. The limitation in that case would not be your GPU's but rather your CPU, more specifically one core getting hammered pretty hard.

I would do some of the suggestions posted above as its good advise. I would also map out the limitation on your performance in terms of GPU or CPU when your FPS is around 40 or so. Something like MSI Afterburner can monitor per core usage along with GPU load so may be able to give you an idea of whats holding back performance. I suspect its your CPU (single core) as I see similar with my systems which are high end paired with the same panel as you (well the ASUS version of it)

That is weird, with such powerful machine. Do you run those two gtx cards in SLI? ( I know it says "SLI bridge in your OP, I just ask to be certain?). Because ESO have problems with SLI unless you manually edit some settings for the exe in Nvidia control panel. My old gtx690 runs it quite beautifully on high options (except shadows which is on medium and view distance 80) with 1920x1080 res. With the correct nvidia control panels setting I get 60 out in the open, 45-60 in cities, but without these settings applied I get like 30 fps everywhere, and like 15-20 in cities, so huge difference. The most important setting I believe is the "Force alternate frame rendering 1".

Here is screenshot of the changes I made that fixed SLI for me (And made it utilize both GPU's to the max and give awesome fps):

Also kill the client every 4 hrs... it has a memory leak (still) especially with addons

The engine is just bad. ESO will never run smoothly. I get 100fps yet the game feels blocky and clunky as hell while moving through the environment.

Do you get 100Hz consistent everywhere, do you get it in cities where its heavily populated, elden root at prime time for example?. Just trying to mull over what's happening as my performance is 100 FPS in most places, but 50 FPS-60 FPS in cities is not uncommon for me and trying to work out what is going on. Though your post about Mod's mat be something I think I will check now.

On slightly separate note, what panel do you have if your doing 100hz @ 4k? only aware of the recent $2k panels that do that and there 144hz.

If your getting anything over 40.FPS in a city, you are getting all the performance you should expect. Your limitation is more than likely on the CPU. Can you do some tweaks to improve it?YMMV. What works on one system may not work on another.

To whit, I have an I5-3570, some basic motherboard that I forget, 16GB Ram, R9-390 8GB and I get 40 to 60 FPS in the cities on most visits and dips lower than that on other visits.
Enjoy the game, life is what you really want to be worried about.

    • Run as admin shouldn't be required.
    • Unparked or not, CPU should have more than enough to handle the game.
    • And twin 1080's shouldn't require disabling shadow quality or anything else. Dual 1080's should be able to take anything you throw at them all day long.

You might try downgrading the video settings, (forcing a reloadui), and set them back. Something internal might not be processing right, and this could reset it.

You might also try Alt Enter to go into Windowed mode, then Alt Enter to go back into full screen.

Check your GeForce Experience per-game settings, too, to make sure there isn't something set to artificially limit your FPS. Should be set to "Let the game decide" or "Use in game settings." I don't recall the exact phrasing.

    Good luck.

EDIT: You might also try a clean driver install. This will fully uninstall and reinstall the latest driver, to make sure no artifacts are left behind.
