You should only compare heavy attacks with light attacks and nothing else. Its a choice between dps and sustain simple as that.
Oh and dont forget the dps and sustain buff that comes from the off balance effect

Heavy attack are sub-optimal otherwise, but still a way to recover faster if you failed your resource management.

It's not even logical ... Which most likely to hurt
A light slap or a heavy punch
Light attacks should not cost resources and should do less damage ... Heavy attacks should cost resources and do more damage ... Neither should sustain that should give from other sources ... This game in getting dumber each patch

Agree, it doesn't make any sense that if you put all you have into an attack you somehow become less tired. It works from a game mechanics view but it doesn't "feel" right.
