Unable to Access Cyrodill Daily Quests

I only recnetly decided to get back into PVP after a rather long hiatus (I havent done any since 1.x)
Anyway, I was using one of my old characters that I know had been through the tutorial and had made it up to rank 2 on the AD alliance. I went into both Elsweyr gates and looked around but the only quest that was available was the one to send me into the sewers.
Can anyone help me out please? Not sure what I need to do in order to unlock them again.
Any help would be gratefully appreciated.
