Vvadernfell, Skar Bugged

If my 2 hours of attempting and researching is correct, I'm supposed to be able to enter Skar, Vvardenfell, after completing the quest Divines Delusions. Yet even after completing the whole main questline of Morrowind, restoring Vivec's Powers I am still unable to enter this place.

I'm pretty sure Skar is only accessible during the relevant section of the main quest, and not afterward.

It's part of the 'Ancestral Ties' quest in Ald'Ruhn. given by Drelyth Hleran.
I'm doing it now.
