i did this on one of my max lvl toons.... it's basically wayshrine hopping, lot of people complained about it but i enjoyed it.
today i completed the thing on a low lvl toon. started the quest on lvl 24 got to lvl31 at the finish. this toon was created for morrowind and had done virtually no exploring anywhere else. it was a lot of fun. having to go to unexplored areas, no wayshrine hopping.... having to run across unexplored maps to get to another unexplored map to do the quest. a total blast.
