[SOLVED] UserSettings.txt not updating relating to BitDefender

I've been having an issue with my UserSettings.txt not updating and finally tracked it down to my virus protection program, BitDefender. So if anyone else out there is having this issue and uses BitDefender, please go to the following link and follow the steps. I'm cured!
