Before leaving it for ESO in 2014, I had played World of Warcraft since about 2006. A big, and very memorable part of WoW even early on was the various forms of content made by the players, largely in the form of videos. The primary tool used for these was WoW Model Viewer, which allowed anyone to access character and item models, maps, and animations outside of the game proper, and put them on a green screen for use in video editing. I've seen a number of attempts to do things similar to this in ESO, though it is always using entirely in-game footage, cleverly using emotes and mementos and careful editing to get things just right.
I think it would be a benefit to those players who want to create this sort of community content if a similar sort of program could be made available to them. Something that allows players to create characters, dress them, animate them, etc., outside of the game, and on a blank background or a set they could create would open up a whole new world of player driven content creation.
