Should CP values get decreased (again)?

Apart from proc sets, it seems to me that combat, classes and builds are somewhat more balanced in an non-CP environment.

Should Zenimax decrease the CP values to better reflect a non-CP environment while still maintaining an incentive to continiue to accumulate CPs?

No and no. If you played when CP was first released, you would soon understand why. It is hardly OP for PvP purposes. And you can also catchup on CP very quickly if you desire. Non-CP is where procs thrive the most. From basic poisons to cancer procs. I'd not call it any more balanced than weighing a potato against a boulder. In no-CP Cyrodiil, sieges are also another thing that makes it hardly balanced overall when it stacks up with forementioned cancers.

No CP is not particularly balanced, at least not anymore. It was for a little then ZOS started bring back all the insane proc damage.

Nope, but your perspective will vary based on how you play. Small scale and outnumbered content is very challenging atm and really requires resource management and healing/shielding to be on point in CP campaigns. Low margins for error. Now if all you do is zerg around in a raid, then you might not feel the constraints and challenges of the current meta in cp campaigns to the same degree.

How can no cp possibly be more balanced when so much has been taken away from the base game and each class to accommodate the champion system already?

Non cp does favor some abilities. For example, healing ward is very strong since it scales off missing help. Classes that have lots of control effects, like mag dk, are strong as well because they force their opponents to dodge roll and cc break far too often. As much as I like the idea of non-cp, it’s not as great as it used to be or should be

Love how how people defend cp is always, "but proc sets" "but poisons"..... so things that aren't related to classes at all? Remove these two thing and what do you have? A more balanced pvp
