I wanted to hold off after Update 18 (Summerset) before posting, in hopes subsequent weekly patching would catch up to these issues I'm experiencing in Vivec - alas my patience has expired. I'd offer to record and post a video as evidence, but I'm guess most of you are seeing the same? So, here goes.
1) Micro load screens. Seeing these randomly and often throughout Vivec. These load screens appear for a split second and then require re-initiating movement/attack.
2) Terrain object anomalies. When traveling through Vivec, ridge lines, rock formations, trees, etc … will flicker in/out of view. Results of FurMark show my GPU's health is good and I have the latest drivers installed.
3) Failed launch of attacks. Will have to send my attack 2x~3x for the server to allow the attack to launch. It's not a lag issue, where I can wait a couple seconds to see if the attack actually happens, though I do experience this condition too.
4) Crashes. More often than ever. My modem and router have the latest drivers as do my computer's NIC adapters. I can tell when a crash occurs, when riding through Vivec everyone is standing still and I can't attack, or /reloadui boots me from game and I land at the login prompt.
5) All Tier I tips/tricks/solutions already applied - from opening ESO recommended firewall ports, clearing router cache and rebooting, running Repair from the launch console - do not satisfy or resolve any of the above issues. When in PvE, I see none of these issues. And, I've lost count of the number of tickets I've submitted over the years in hopes some kind of noticeable improvement could be recognized in PvP play.

So, I'm guessing I have enough hardware to run the game. Now that ESO launches as a 64 bit executable, I'm only seeing through Windows Resource Monitor less than 4 GB of memory tasked through the OS. To me, this suggests a 32 bit process is still in charge, and I'm left to guess it's server side. If someone could point me to a document or video explaining how much resource is tasked per client session, for both server and client nodes, that'd be great.
I apologize for the length of rant. I really love the game - I've been hooked since Oblivion and Skyrim. The story line is easy to immerse and I have a ton of friends I've met playing over the years. If you're seeing the same, just let me know.
