Game launcher just doesn't open

Hello! I am writing in the name of my friend who doesn't speak english. He bought ESO standard edition from official eso page. He download the launcher but it just doesn't open. It is seen in the bar, and in the windows process but launcher window simply dont show up, so he cant download the game. We did every step from thread "WHAT SHOULD I DO IF THE ELDER SCROLLS ONLINE LAUNCHER IS STUCK LOADING?" but it is still not working. Any idea what could be the problem? Many thanks for help!

    If the launcher remains stuck in the task bar, there could be a permissions issue. Have your friend set the launcher to run as an administrator. They should also make sure the launcher is added as an exception in their anti-virus. Steps for doing so can be found here.

    Hi, thank you for respond. He added launcher to exceptions in firewall and anti-virus. He also added every folder from the link that you've posted but it is still not opening (he is running as administrator).

    One thing to check, does your friend have a dedicated graphics card and not CPU based graphics (Intel 4600HD is an example of this). If the game launcher does not detect a card it kind of just sits there and offers up no error message about unsupported graphics

    If running as an admin and adding antivirus exceptions hasn't helped, you can have your friend open a ticket with customer support so they can investigate further.
