fps loss to slow dowload speeds

Well first off my fps droped from constant 100 to 3o to 40 range very od seeing as I only use medium settings when this happened to begin with a weird internet thing happen were I was 4k latency I tried restarting and now I have uninstalled my game to reinstall client maybe a file corrupted who knows, when I go to download im getting a download speed of 40 60 kb/s my download speed at most test sites is 40 mgb/s this is a very very big difference I also uninstalled cs go to check its download speed it is downloading normal on steam so the problem is been pointed to one thing eso also my fps in other games was normal range

also I may note that for some reason when I go to sign into eso even though I have before on this cpu at this location it always says my location is unknown this is very suspicious in its self
