Maybe you should be more specific about which class you are talking. Mostly people with damage shields dont use a defensive set.
Two, in a way. To be able to keep shields up means building for sustain. In that sense Shackle/Lich are also defensive sets.
Buff medium armor. It’s the only armor type that’s suicide without a mitigation set on classes that can’t cloak.

what is a defense set for you? I play with my Maglar since sload: 5pcs wizard/5pcs kagnerac/2pcs earthgore (5/1/1). So basically for me kagnerac is both off and sustain/def set
I don't really understand the question. I mean I understand it, but I don't understand what you're trying to get out of it, because it's kind of a broad and generic question that doesn't focus in on something.
You need to specify the class and the content that you play in.
There's certain sets that work well for certain classes, but every class is different. Like, you might run BloodSpawn on MagDK for Ult Regen which means sustain and because you get to tank a bit out of necessity so armor is good. But it's an entirely wasted 2-piece for MagBlades or MagSorcs for example that rely more on shields and damage avoidance.
Earthgore and Wiz Riposte are usually worn by support builds, which suits a MagPlar very well, but again if you're playing these on more aggressive classes then it doesn't really fit with the style of play so much, you're better off going for sustain or damage.
Evasion: Casting this ability and its morphs now requires that you wear 5 pieces of Medium Armor.
I tried running 3 defensive sets for funsies but in BG's damage is so high that you melt anyway so I've had more success just going full glass cannon and letting pure aggression be my strongest defense.
And this is why oblivion damage was introduced to the game.
