Blocking with a Damage Shield

Scenario 1: 3k damage, 5k damage shield, blocking.
Question: Why do I incur a block cost with the shield still up? Is this intended or can it be fixed?

Scenario 2: 5k damage, 3k damage shield, blocking.
Question: Can anyone confirm that the calculated damage received by the player (i.e. block damage reduction + resistances) is based after the damage shield has reduced the damage from 5k to 2k due to the damage shield?

I can only speak to the first scenario. You incur the block cost because blocking with a damage shield, while not necessarily mitigating damage (not sure on this part), does prevent you from being knocked back or stunned with certain mechanics. That act of preventing a mechanic should incur a cost even if you aren't really mitigating the damage.

My assumption with the way damage shields work is that in the second scenario, blocking mitigation is only tallied on the damage that comes through after damage is dealt to the shield. So you won't be mitigating 5K damage while it hits your shield. You will be receiving 3K damage to the shield and receiving 2K damage to your block. So only the remaining 2K damage that spills over will be mitigated by block.

Thanks Jaws for the insight in scenario 1, makes sense for the intention. I would assume the same thing regarding your comment for scenario 2 but was wondering if anyone actually tested it?

So the shield takes damage as if no blocking is occurring

For stats effects etc, the ability is concerned "blocked" (i.e. no CC from WB or Reach etc)

After the shield takes full damage, remaining damage is subject to all mitigation from block.

    I.e. 5k dmg -3k shield = 2k remaining - block reduction (say 50% ) = 1k dmg taken - (any other mitigation after this point)
