Just making sure. Skill levels are max a IV?

I was playing the game wrong. I kept having skills to level up and I was wondering why I am not going past level IV. So is IV the max level for a skill?

Also I am seeing my mage skills not leveling up even when they are on the skill bar. I don't use it but want to level up. I just read today only way to level them up is by finding the lore books. What is a lore book? Is it any book on a book shelf or the ones that glow and then disappear after "reading" it?

Also any tips for leveling? I keep restarting and see I played ESO wrong from Day One.

Yes, skills max out at IV, then you morph them, and they maxed out again at IV.

Lore books are the books that glow and disappear when you read them. Your mages Guild skills should level as long as they are on your bar, but the skill line levels from Lore books and mages guild dailies.

To clarify, your mages guild skills WILL level up while on the bar, they will increase from rank I to IV, be able to be morphed and increase from rank I to IV again...however, the mages guild skill line itself will NOT level without finding lore books, the Psijiic skill line works essentially the same, except the Psijiic skill line increases in level exactly once for each map of rifts you close whereas you dont have to find all the books in a zone to level the mages guild skill line.

The Mages Guild daily is given at the Mages Guild in your faction's capital city (Elden Root for AD, Wayrest for DC and Mournhold for EP) and you must retrieve an item inside a random public dungeon (not the 4 player dungeons).

Yep, like freespirit said, the mages guild daily is obtained from the guild at your capital city, and is a quick run to a public dungeon and grab the relic, usually right by the group boss. I think each daily gives you ten points towards the skill line advancement, but its been a while since I did the dailies. The Fighters Guild has a similar daily, closing 3 Dolmens in a zone.

Also, if you are in a guild or play with friends, the daily is randomly assigned to each player, so if you and your friends get different ones in a day, you can pick up one, share with your group, and when you hand it in, the next person can pick up theirs and you can do that one as well (repeat until you are tired or ran out of dailies).

This is a great way to level Undaunted quickly by sharing Bolgrul's delve quests.

I've been wondering something, and i think this is a good place to ask...if there's a pattern, I just haven't seen it yet..it seems that with the skill actives and their morphs, sometimes the leveling is max'd when you reach IV, but other times when you reach IV, you have to level it one last time then. Is there a pattern to this, I wonder?

In addition, it doesn't have to be your capital city, you can pick up and turn in the mages guild dailies at any of the 3 capital cities, and you can do the same with the fighters guild dailies and undaunted dailies...I believe the same applies to the pledges too, but don't hold me to that last one...
