Why can I not deconstruct jewelry purchased from Guild Traders?

Do I have to be a certain crafting level.... (now at Lvl 12)?
The jewelry I'm trying to deconstruct is NOT bound to my account.

Any jewelry obtained prior to the Summerset release cannot by deconstructed (and will say so on the tooltip description). Plenty of that stuff is still for sale.
