Did Cyrodiil (Vivec) NA PC Crash?

Started getting kicked out to the login screen every few minutes, then noticed players unable to move, for about 30+ seconds then got ejected to the character login screen again. Anytime I try to log into a character who was in Cyrodiil (Vivec) I can get to the character selection, try to login, and it starts loading... and then kicks me back to the login screen
I can log into other characters, but going back to Cyro/Vivec I can't log back in.
Now I'm just getting "Booted from Server" but no explanation as to what that means.
