Treasure Chest Re-spawning

I am talking about the above ground chests - not those from maps.

My question is if a player opens a chest but does not take all the items does the chest re-spawn at its normal rate with new gear or never re-spawn until it has been completely emptied.

It respawns at the normal rate. However, often enough that's not before another player runs up to it, so its still polite to clear the chest.

Yes, note that the re-spawn time is pretty long, guess 10 minutes or something.
