Okay so I've encountered this issue before. Some advice for you: find someone in one of your guilds that's in Summerset and travel to them. It will bring you to their instance where there's a chance he'll be present. That's what I do when I encounter this issue.

On a rare occasion I have experienced this type thing also on PC NA. Fixed by logging out for a few mins then logging back in.
