- Download Circonians LibNotifications from here. Direct download, don't use Minion.
- Open the LibNotifications archive & go to the archive's \LibNotification\LibNotification\ folder.
- Extract LibNotification.lua into your ...\Documents\Elder Scrolls Online\live\AddOns\NoThankYou\Libs\LibNotification\ folder, overwriting the existing file.
- ReloadUI if you are in game, or fire up ESO & see if the errors persist.
Edit: Guildmate confirmed copying in the updated lib fixed the errors.

Not on Steam here, PC/NA issues for me as well, however I have to add to this:
All of last week the ping and frame rates were crud; previous my FPS would stay around the 60ish rate with the occasional dip to 30-40is if I was transitioning from countryside to city or anywhere else where there were a lot of players. Ping rate would usually be 80-low 90s.
Since Summerset my FPS rarely exceeds 50 and the ping rate hovers at 115 with many high spikes pretty much constantly. Then I'd have the occasional very long loading screens leading to a disconnect from the server coming at me without warning, the ping would be in the 100-110 range and suddenly load screen while within the zone, followed by the disconnect. Then when I try to log back in, account is already logged in and when I give it a few minutes and it does finally let me back into character selection, it'd repeat the extensive loading screen/disconnect upon selecting the same character. I'd then select a different character and I'd be able to play that character for about a hour or so before it too was being afflicted with this behavior.
I figured that the weekly maintenance would probably clear most of this up so I stopped playing last Wed and figured I'd give it a week, instead it's even worse. FPS tonight has been all over the place, ping rate is steadily worse hovering around 120s almost constantly, and the game routinely crashes after a hour or so, leading me to think you got one nasty memory leak going on.
I get that new product release, especially one that affects as many things as SI does I expect some instability, but the degree of this one is very off-putting. I'm sure you're looking into it, and that this general stability issue along with tonight's problem are likely unrelated but just the same, the game's stability has truly been poor as of late.
