Mag Sorc Bound Aegis spell duration change?

I'm pretty sure this was an instant cast and would last until toggled off? Now it's still an instant cast but only 3 seconds of up time? Or has it always been this way? I'm confused? The new animation/graphics in Summerset might just make it more noticeable?

You don’t need to activate it now, just leave it slotted.

Mind that the second part of the description says „while slotted“, reffering to the stat increase.

Te active part is only the buff to block.
