Constant freezing.

I’m on PS4 NA, in a campaign with 1 bar DC, 0 AD and 0 EP. Everyone is in Summerset, yet I’m constantly perma-freezing in Cyrodiil. Waited 20 minutes to see if it’d unfreeze and it won’t. Had to close app 5 or 6 times in an hour. Anyone else having the same issue?
