So, even though the technology in Nirn develops very slowly (and in some aspects even degrading), someday Tamriel should reach its own version of Information Era. Of course, it would be quite different from what we have in our world, but I suppose some parallels could be made.
First of all, I suppose High Elves will hold their position as leading knowledge powerhouse, but they will have reached their highest point of development by that time and are on the verge of slow decline. The magic will slowly decline too, being restricted to only higher caste. Altmers have tried to enforce these restrictions over the Tamriel, resulting in the war, that engulfed the Tamriel for several decades. Losing the war, but also losing many best magic users, Altmers lost will to develop magic technology (except for some half-illegal societies). Magic was proclaimed too chaotic and powerful to be used indiscriminately, therefore Magicka institutions appeared - the only place where one could certify for magic usage. New political body was formed to control magic usage around the Tamriel to prevent magic catastrophes.
Dunmers will be highly developed and isolated society, that provide the best technology in automation, genetics and bioengineering. Much of their technology comes from discovering pocket plane where dwemer moved themselves and starting continuous war with them, partly assimilating dwemers and partly losing Vvardenfel to dwemer incursion.
Morag Tong will become underground society for highly technological spec ops. During this war, Dunmers will also achieve new technology enabling them to restrict access to Tamriel from Daedra, Aedra and Oblivion creatures.
Khajits will become one of the most populated nations and their ways will capture more and more young minds around Tamriel. Khajiti will be still underdeveloped due to ages of hardships, but at the moment the fastest developing nation.
Argonians would be the last ones to receive complete freedom, which they will use to boost their own nation's power. Right before the Magicka War they will endeavor into highly militarized society that will be later transformed into more peaceful, but powerful nation. During the war, their advancing forces will grab a significant part of Cyrodiil and Southern Deshaan. Mournhould and Imperial City will be endangered, thus combined Imperial and Dunmer forces will retaliate, destroying most of the Hist and decimating Argonians. Part of the Black March will become a wasteland due to uncontrolled use of magic. After the end of the War, Argonians will concentrate on restoration of their land, thus developing their knowledge in agriculture and medicine.
Redguards will have the best naval force in Tamriel and the best naval trading fleet, while imperials will hold the title of the best bankers.
What might become of Bosmers, I can't imagine, so I am open to your own versions.
