Can't do the quest to get a home!!

Not sure if this is the right place to put this but as the title says I can't pick up A Room To Spare to get a home...
When I started I didn't bother with it and abandoned the quest instantly, now I can't restart it... Help please?

The quest "Room to Spare" can be picked up from housing brochures in different cities. Housing Brochures can be be found within the bank in Daggerfall City, Davon's Watch, or Vulkhel Guard, depending on your alliance. Reading this will grant you the quest "Room to Spare."

Please let us know if restarting the game allows you to read the brochures and start the quest again.

I can't start the quest Restarted the game, switched characters etc
I'll just make a new one, the homes are shared right?
