I just wanted to come in and confirm what others in here have already been so helpful as to point out. ESO+ will give you access to DLC, however Summerset is classified as a Chapter, not a DLC. It does need to be purchased separately to gain access. Once you have purchased it, you can access the content starting at Level 1.

And then 12 months from now Summerset will magically be reclassified as DLC, like with Morrowind? I guess that would mean Jewelry crafting and/or Psijic skill line will be added to Crown store like the Warden now?

No zone in ESO has level requirements : start where you like.

Magically reclassified? Must be new to MMORPGS. Old expansions almost always get lumped into old content, sometimes entirely free. Nobody wants to start a game where they but every expansions. Thank WoW for that glorious change. They basically set the standard for rolling old xpacs into the base game
Kinda off topic, but you will find much better narrative flow in the game if you play through it chronologically.
Starting alliance quests + mage’s guild + fighter’s guild -> 2nd alliance -> 3rd alliance -> Coldharbour part of the main quest -> Morrowind -> Clockwork City -> Summerset
There are a bunch of dialogue instances that change if you’ve participated in the previous content’s questlines. It feels very satisfying.
Edit: technically you’re meant to complete main quest before the other alliances, but you will encounter base-game NPCs in Coldharbour that have different dialogue trees if you’ve done their related quests.

Umm, you can't start the 2nd and the 3rd alliance before you finish Coldharbour.
