I would like to propose a Pirate Class - Swashbuckler

For a story line you could have the pre-req. of the Dark Brotherhood for sure and maybe the Thieves guild. A group of pirates that escaped after Fortunata's Fall starting a new life on a small island. This particular class could have some passive abilities in on of the tree's that utilizes party mechanics. Gaining unique buffs from the number of players that are teamed up with that would modestly boost the active abilities performance. Another tree could focus more for soloing that has debuff attributes with dual wielding like dropping the atk, def, stamina, magicka of an enemy by a percentage. And another that could do something else unique for its class.

These are just general ideas, creative suggestion that can be inspirational of what the class can do. Obviously not to make it more powerful than any other but allow for more entertainment during gameplay.

There are a lot of pirates in the game. Generally using stuff that is common and already there...

A "swashbuckler" -class- makes little sense, since that term more refers to a acrobatic swordfighting style, often employing showy moves to intimidate opponents and fencing weapons, jumps and dodges as well as offhand weapons or small shields (the "buckler" from the name)... and classes generally are more magic, as to be viable for both stamina and magica builds...
(besides, having to make a new character to enjoy new things may be no big deal for new players, but would be very vexing to old hands who have been playing a dozend or more characters for ages... and doubly so when a newly introduced class would be a much better fit for some of their character fluff ideas then what trhey used to make it back in the day)

Now, a "Swashbuckler" guild or world skill line on the other hand... that anyone could choose to pick up if they want...
...that I could see coming with some guild-sized DLC! Much like TG or DB, really.

It could include things like that acrobatic dodge NPC rogues often do, and add a few more "swachbuckly" things... and come with a "pirates!" type storyline in some coastal region (along the hammerfell coast? west of Hew's Bane, northwest of Stros M'kai; or between Hew's Bane and the Gold Coast, maybe?), perhaps some houseboat homesteads and lots of ship borading action...

"Swashbucklers" don't really use dual-wield in any sort of media i've seen. Unless you call a gun in one hand, and a sword in the other dual-wielding of course.

Actually, lol... Swashbucklers used a small sword and a small shield (a buckler), and they would 'swash' it, meaning they would rattle their swords against the shield. So, to be true to history, a swashbuckler would be a 1-H and Shield build lol

So... main-gauche in the offhand doesn't count in your eyes? ;)
Yeah, the classic fencer parrying dagger IS very much "swashbuckler"...

There are other examples I would think...

Also, while many swashbucklers did indeed fight with a single blade so they could keep hold of the ship riggin with the other hand (or draw that mentioned flintlock to fire off a shot), traditionally people did like to do things with their offhand in a real fight as opposed to "honor duels" of later times that spawned the image of the single-blade fencer. Draw a main gauche. Have a small buckler ready. Even wrap your cloak around your arm for a makeshift shield or wave it in your emenies face for a distraction was historically commonly seen in such fights... (not that we have cloaks in ESO, but... its the thought that counts, right? ;) )

So, grabbing a throwing dagger or such with their offhand for a spoiling attack or three would also be quite common. As would be firing off a spell in a magically inclined background like the elder scrolls universe, which would be the fantasy equivalent of "pistol", yes?
...so a case could be made for more weapon skill lines, like "One-handed and Ranged" or "One-handed and Magic", perhaps even "Twin Magic", yes? ;)

Oh and continuing the original thought... a "Swashbuckler" skill line could follow the original idea by including passives that switch light armor effects from magica to stamina. Just sayin, that -would- fit the general theme... relying on agility and dodge rather then leather armor is very much following the swashbuckler spirit, yes? ;)

Actually, I am onboard with this. A pirate class would make a great addition to the game.

Sounds like a fun idea but it is definitely not one I would want prioritized as the next addition.
