This is actually an awesome idea, albeit a bit on the nose after Legion...
Maybe not a faction, but certainly some kind of story content tailored to each class somehow. And a class based motif would be amazing. Could be a cool opportunity to really go out there with outfit styles, as each class has a very distinctive flavor.

I think story content for each class is a must tbh. We're basically just thrown into the game without fully understanding them, and I really believe that meeting NPCs of the playable classes would give the classes a lot more depth. We need to understand the link between the Templars and the Aedra, the DragonKnights and the Dovah, the Nightblades and the Shadows, the Sorcerers and Oblivion, and the Wardens and Nature.
The classes as they stand don't feel very significant as we don't have much to compare them to outside of our own experiences. They need some love, and to have crafting styles to grind for would be one hell of a cherry on top.

Just the fact that you said it like that shows that you have no idea what you're asking for.
There should never be any content that is locked based on class or race. They've already unlocked 90% of the faction restrictions for the purpose of not locking people out of content. Varied dialogue is acceptable, like we sometimes see with race. People acknowledging your class is fine, and can add some depth. But there should most definitely not be content that is exclusive to certain classes.
