another factor could be when summerset was released on PC/Mac, there could have been a heavy influx of players (And B*ts which don't really help.) similar to the console release of Morrowind where a small majority of players couldn't even log in because of the huge number of people playing it within the few short days that it started.

If a game does not respect your time, best thing to do is move on from it and find something else.
I went to Summerset today a couple of times today on two different toons to get jewelry crafting certification and unlock a few wayshrines, and both times there wasn't really many players there, nothing like Morrowind when it was first released. Yet I was running into huge lag spikes--my screen would freeze and couple of times I was certain it was going to dc but didn't --while i was there which I wasn't encountering in the base game's zones, which is where I spent most of the day, trying to farm jewelry to decon and looking for jewelry mat seams.
If Summerset is having big lag spikes during a low player population time, I dread going there on the weekend.
