Encase morph change

Restraining Prison (Encase morph): This morph no longer snares enemies. Instead, it now gives Major Vitality for 2 seconds, plus 1 second per enemy in the area
As a tank I found the snare to be great for dealing with large groups of mobs. Now they run around the place rampaging after the short immobilization wears off. I now feel like I have to spam it. Has ZOS given a reason for this change?
Also as a sidenote:
Bound Armor: ....... activating these abilities will increase the amount of damage you can block by 20% for 3 seconds.
I find this to be very clunky at the moment, perhaps I will get used to it. Has anyone seen a glaring use for this I am missing?? Also for tanking (stamina).
