Add a skill BAR, strictly for utility buffs.

Give us a third bar, that slots utility buffs on, and does not require a toggle.
So, this Utility Bar would always be on, regardless of what weapon set bar you’re using. This would allow us MUCH more customization options, and prevent us from having to run the same skills on different bars in some cases, just to have the utility buffs that certain builds require.
I have so many great ideas for builds, but they’re so greatly restricted due to having this issue.
