Stacking of effects

So does Spell power cure stack with new summerset set vestment of Olorime I head it does not. If so why not if weapom crits can be stacked from different sets why this cant ( new player and Im seriously asking, I know its probably noob question)
Are there any other sets of end game gear that dont stack so I dont collect those

Major Buffs cannot stack. That has been the rule since ESO began

Edit: Both sets buff you with Major Courage

Major Buff will stack with minor buff and minor buff with stack with major buff. Two major buffs or two minor buffs will never stack.

Major buff will stack with minor buff of same type, but major + major or minor + minor won't stack. Not now, never has and probably never will.

all buffs don't stack with itself ie: The Major Sorcery from Spell Power Potion will not stack with Entropy (Major Sorcery). They just override the previous buff.

tl;dr
1. No buff can have two instances of itself.
2. Major will stack with Minor or vice versa
