Bloodletter Build Question

I am thinking about making a Nightblade Tank build that I am reading about. The website where the build is located is: ESO Nightblade Tank Build which was written by Gilliamtherogue and I have a couple of questiions about it.

1.) What would be the pros and cons to using imperial race over argonian race as Gilliamtherogue suggested?
2.) How should I put my Health, Magicka & Stamina points into the build?

Argonian race is really strong nowadays, the passives are just really good.

With argonians every potion will basically become a tristat potion with the resourceful passive:

Increases your Max Magicka by 3%.
Whenever you drink a potion you restore 4620 Health, Magicka, and Stamina

Plus you still get an increase in max health (9% instead of the 12% you would get from imperial) and you heal and get healed for an extra 5%, so for tanking and healing argonians are really good. Imperials have the advantage of the 12% max stamina increase and they have 3% extra health increase (although they lose the 1.5k poison resist)

Overall argonians are a much better pick IMO, still if you really hate lizards that much go for imperial.

As for stat allocation I can't really say, it depends a lot on your gear and enchants, the guy who made the build should have written that down.

Since I didn't find anything related there and it got me curious: Why don't you use Dark Cloak? It heals more than Sap and Funnel, while also giving you more health while slotting it.

Because Sap and Funnel have group utility, and the build has more than enough self healing without it. Dark Cloak is a waste of a skill in its current state from an efficiency standpoint.
