Thieves Guild and Brotherhood no longer available in my journal

I am no longer able to see Thieves or Brotherhood in my journal, therefore accepting quests is useless. Everything was perfect prior to the update. What can I do to fix this?

Do you have the DLCs or ESO+? If not, you won't be able to see the quests associated with them.0
