Weapon swap trouble

Hi, I am on Xbox one. I’ve tried to set up the weapon swap and isn’t working. I’m Level 28. I equip my stuaf in Main hand and
Also back up. When I go to skills the Y button For weapon swap is grayed out. I am unable to switch between skill sets. Help?

I am not trying to being a smart-ass or anything but...

On contrary to traditional weapon swapping in TES / FALLOUT / every game ever. 'Y' is not weapon swapping on the traditional control allocation, I assume you experience the 'greyed out' effect as you you're essentially using a skill with a cooldown or there is no skill allocated at all.

Weapon Swap on ESO console is Left(<-) D-pad on your controller.
