Can I play Summerset today if I buy it today?

I heard something about Summerset being released early for people who pre-ordered it or something. Is this true or can I buy it right now and play?

Not sure about that, but right now the server is down so none of us can play

It's not a pre-order thing it's just out on PC but not on consoles.

This would require confirmation from ZOS but assuming you're on PC or Mac, you should be able to play right away if you buy now.
