Issues Patching: 0% Disk Usage During Patch / Error 11 (Fatal Error)

I have tried countless solutions spanning over 2 days now, and I'm still not able to patch my game. My friends told me they were able to patch and play within 1 - 2 hours. At its current speed, mine will finish in about 13 hours. All the other processes on my computer are working fine, my download speed is high from my browser. I opened task manager and noticed that I have 0% disk usage while the download is in progress, which is really unusual. Normally I have high disk usage during updates and gameplay.

I left it to patch overnight while I was at work, and when I got home I thought that it finished. The play button was active, but when I tried to launch the game I got a Fatal Error 11 and a crash report. So I tried to repair the launcher, and that took about 2 hours by itself. I can't figure out what might be wrong with it. My game runs through Steam, so I've tried clearing my download cache, which didn't help, restarting my computer, restarting my router, repairing the launcher, pausing and restarting, running the application as admin, disabling Windows Defender, nothing is working.

    For Fatal error 11 in your launcher, please try deleting the launcher folder followed by re-installing the launcher.

    DELETE THE ESO LAUNCHER FOLDER

    PC: Go to the Launcher folder and delete it.
    • You can find this by default at C:\Program Files (x86)\Zenimax Online\Launcher.


    DOWNLOAD NEW ESO LAUNCHER

    Once you have deleted the folder, download the ESO Launcher from your account management page here to reinstall it. You can do this by logging in to your account on our website and clicking the Download Game button on the page for your appropriate platform.

    can anyone show me how to address this issue if using Steam? Once the Launcher folder is deleted, Steam will attempt to reinstall THE ENTIRE FLIPPING GAME from scratch. Which is NOT what I'm trying to accomplish. I don't have issues launching the regular game. I can't launch the PTS server.

    If you're on Steam, how to reinstall the PTS server without
    1. Having to redownload & install the ENTIRE game and without
    2. affecting my existing regular ESO game when the game is launched?

    Edit: forgot to say I had zero issues accessing the PTS server some 6 months ago. Took a break from ESO and restarted my monthly subscription a week ago. The game patch update for Summerset downloaded and installed without issue. The PTS server patch got stuck several times and I had to turn of automatic updates and tweak the process until the update finally downloaded & installed.

    But ever since, the system will not load the PTS server. It crashes Error 11 with fatal client error message?

    The PTS Launcher version is 1.3.6.1603583 if this is relevant. If this version is outdated, then why won't the launcher automatically download the new version (if enabled), or manually, (if not enabled)?
