How do i get to Iliac Bay?

I've looked at all the map pins, asked in zone chat which is still full of unhelpful trolls at the moment and even tried googling it, yet i still couldn't find an answer.

So, my question is how do i get to Iliac Bay for the second set of Psijic time seal quests?

The Illiac Bay region consists of the zones Glenumbra, Stromhaven and Alik'r. There is no actuall Illiay Bay zone and I agree that it's a bit confusing if you're not into lore so much.
