Game became unplayable tonight.

The longer I played tonight, the more issues I had, like the following:
- Long login, 30 seconds or more before I got the character select screen after logging-in.
- Sound and music would cut out, more and more even when just standing still. Some sounds would happen 5-10 seconds after the event.
- The "E" key would be grayed out when trying to talk to NPC's, banker, horse trainer, vendors, etc.
- Tried to do a guild mission for the dark brotherhood and the target would just disappear every time I got close to them, never seen that before.
- Could not even see some NPC's I was being blocked by or bumped into, not even black un-rendered figures.
- I would take 30 seconds or more for the Banker to appear, then 15-20 seconds before I could got the banking menu.
- latency was about 110 - 277, FPS was 29- 42, I doubled checked my 60 MB internet connecting against 2 different testmyInternet web sites, no issues.

1. Removed all mods
2. Cleaned out the SaveVariables folder.
3. Ran the repair option from the game launcher.
4. Down graded all of the graphic options, turned off shadows, v-sync, etc, set everything to min.
Nothing made any difference, sound still cuts out, maps keep reloading about 30% of the time when moving, NPCs/vendors either don't render, take upto 30 secs or disappear when trying to use thief/dark brotherhood skills on them. I've been playing the game a lot sense March with some lag here and there mostly when in crowds but, nothing like this, after the Summerset update.
I hope tonight's maintenance fixes things. I'm just glad I didn't preorder the Summerset DLC. The game is just unplayable for me at this point.0
