Crystal frag vs crystal blast pve or pvp

I'm using Blast in both areas. Some players seem via to think the skill is for pvp. I thought a skillnis a skill use it were ever it works.

The only time I've seen Crystal Blast used effectively is for sorc gank builds in PvP.
