You don't just need scrolls, you need the research items. I.e. someone, even if you're buying them, has to collect them.
If you have the gold to pay, there will be people selling all the different jewelry traits. ✭Level 50, maybe but nine traits not a chance. Unless i read wrong research scrolls still have a 20 hour cool down.
