Yes we see on the website a yellow bar stating that there has been a maintenance started and the launcher tells you that too.
But no rough ETA like "our goal is to have it done in X hours" and if it should take longer, to make small update.
Also no patch notes... ESO is the first game I know that doesn't post the notes prior to the patch itself so the players have something to discuss about and plan for their visit and also no pre-download of the patch?
That really makes me sad.
