Is there a reason why ESO isn't reusing music from past games?

Probably because it's its own game. Zenimax Media ultimately owns all the previous games' assets, licensing isn't likely an issue.

It already uses some of the old games soundtracks, like morrowind main theme and there is one zone music that is from oblivion, but yeah I wish there was more

It would really depend on how the contract with the composer is worded, so licencing could indeed be an issue.
They have created ESO music that contains a number of pieces from Oblivion and Morrowind. I don't recall anything from Skyrim, but that was probably because ESO and Skyrim were in development in parallel. If they ever get back to Skyrim, they will probably use some of that music.
On the subject of getting back to Skyrim, watch for an upcoming Chapter on that subject. Not 2019, but if they are still investing in Chapters in 2021, I expect we will return to Skyrim.
