Make scathing mage proc off direct damage

Why does it need to be direct critical damage? And on top of that a 15-20% chance?? Wth?
Aquity is basicly bis and it barely got changed to procs on direct damage only.
Why is this set so unbalanced it used to be good but when thief got nerfed they completely ignored this set.
Make it proc off direct crit damage without a proc chance it should be straight up when you do direct critical.
OR make it a 15-20% chance to proc on all direct damage.
Or 15-20% chance to proc off getting a crit
All of these are ten times better than what it is now right now its a dead set.
