How do I make my Argonian white as snow?

Probably a vampire. Or using a skin. Possibly the soul shriven skin you get from killing molag bal in the sewers.

When you make an Argonian, the very first skin tone to the left is white. I believe you cannot have a body marking on though otherwise it changes the skin color completely.

I saw a a white Argonian a while back. He was short and had a beer gut.

I have a white Argonian, and he is not a vampire. His tail is white too.

One of the available skin tones available to Argonians is white. You can use that on an appearance change or a new character, or if you want to get it on an existing toon without spending crowns, stage 4 vampirism works too but you'll get some ugly lips and eyes.
