Actually 1K magicka means more than 100 spell damage, due to how resources scale. For one base magicka benefits from a higher multiplier: 20% if you are at 300+ CP, 7% for slotting Inner Light (5% from the skill itself and 2% from skill line passive), Sorcerer, NB, Warden also have a skill or passive that adds 8% for slotting them, racial passives will add up to 10% and in trials you have back to back warhorns that add another 10% (buff is 30s long so it's easy to overlap and keep up constantly). So the total multiplier is up to 157% assuming you're a High Elf Magicka Sorcerer, slotting Inner Light, Ice Comet and Bound Aegis, while Warhorn is up that 1096 maximum magicka bonus becomes 1720. Since most skills scale with spell damage and maximum magicka / 10.5, this makes it equivalent to 164 spell damage. But spell damage has a lower multiplier, since it benefits from Minor Sorcery (5%) and Major Sorcery (20%), theoretically Sorcerer can stack more trough Expert Mage passive (2% per ability slotted) but in fact the passive scaling it broken and only buffs the damage of the equipped weapon, making in only half as effective on average. So for the same Sorcerer with Crystal Fragments, Bound Aegis and Mages Wrath on front bar, you get a 3% extra multiplier. Thus the maximum multiplier for spell damage is ~1.28. Tracking backwards from 164 that means the equivalent spell damage to 1096 maximum magicka is 128. In fact the standard piece bonus for spell damage is 129, so spell damage and maximum magicka gear bonuses will be pretty balanced in Summerset, considering light and heavy attacks will use the same scaling as other skills; right now they still scale mainly on spell damage. I would say though that Maximum Magicka is better than spell damage for utility, since it helps sustain and gives you bigger shields.
