Mage skill puzzle

I know only collecting lore books Levels up in the guild to unlock skills, but once you have unlocked the skill and have it in your skills bar, in my case Mage light, does that level up normally to be morphed thru active bar use? Thanks!

The skills level like normal skills. So having them slotted and gaining experience is enough, you dont even need to use it.
