purr sound is easily solvable - just buy a cat pet, which purrs, and enable it and you are good.

I can see them doing that, someday... I mean, there must be more then enough kitty-lovers among the ESO fanbase to make it a good deal for them, right?
Random purrs, occasional "lick paws" or tail-based idle animations... does not sound too complicated when compared to scolar or drunk personality, don't cha think?

I love Khajiit probably just as much as you do, but you're wanting Khajiit to be too much like domestic house cats. Khajiit are just as much People as they are Felines, and it's implied in their Society that Khajiit use Purring as more an expression to convey happiness, ie. "This one is so happy she could just Purr!". But she's not going to actually purr.

The closest we can get is one of the Voice options for Female Khajiit, when you cast something like Combat Prayer or Elemental Blockade, your character makes this aggressive purr/growl noise.
