Every time I plug my PC into my TV, ESO minimizes.

Is there any fix to this?

Cheers!

Is it just the game that minimizes? Can you Alt+Tab to the game window and have you adjusted the resolution to that of your television?

Is this a secondary display? If so, you need to make sure you configure it within Windows/NVIDIA/AMD control panels to select how you want to use your display (like cloning, extension etc..) .

I would also reboot while it is plugged in.

First, you should NEVER connect anything to your video card WHILE THE COMPUTER IS ON. Especially if you have the game running.

If you want to play ESO on your TV, first you need to connect to your TV while the computer is powered off. This way, when it boots up, it'll recognize the TV as a valid display device. You'll then need to go into your video settings and either extend your desktop and make the TV the PRIMARY display, or clone it. Once you do that, you should be able to run ESO on your TV.

Before you disconnect, be sure to turn off the extended desktop, or when you boot up, you may not see your desktop as it'll try to put it on the now non-existent display.
