I've been praying that each box has this, but my luck is horrendous.
Is there any sure-fire way of actually gaining this cosmetic?

    This was part of the loot table for the Flame Atronach Crates. Unless you are lucky enough to unlock it with those 3 level up reward crates, there is no way to obtain it at this point.

    But I assume the Flame Atronach Crates will return at least temporarily to the shop at some time.

    No you can't. You can see the list of obtainable items by using the preview option for the crates.

    I fully expect the crate seasons will be recycled at some point and they will make a return. Currently the Flame crates only come from level-up rewards, and only once per account.

    And it's possible they will repeat the event that dropped retired crown store and crate items, but that still wouldn't guarantee the item you want.

    Chances are though that they'll continue to add other lipsticks, perhaps not quite the same shade but there's bound to be a red one at sometime!
