So currently i am antcipationg summerset and going tanky. i am not sure where to draw the line and go dmg bc going full glass cannon can givee me 4500+ spell dmg i prefer to be able to do somethings other than hide behind zergs and kill ppl

    Everything you did is BAD.

    BAD magicka sustain
    BAD stamina sustain
    BAD damage because elfbane is useless on sorc, because burning spellwave uptime is bad and because flame reach without master reach is trash.
    BAD magicka pool
    BAD surivivability, only running 38k magicka with empowered ward and healing ward only is clearly trash.
    BAD choice of skills, wrong morph of inner light, surge, RAPIDS.

    I'm sorry and don't want to be mean, but this is extremely bad :s

    glad to get constructive advice. and your mostly right my sustain is ***. and i am not running elf bane for any reason its just the heavy i had laying around. spellweave well im fine with 40% uptime, i am pretty much a filthy casual but i am shocked how often i one shot people while being so obviously bad.
    radient magelight morph: very happy with not getting auto ganked
    surge: well i want spell damage so yes this is the correct morph
    rapids: i use this as purge /speed

    stats are one thing but success comes down to rotation. If your rotation doesn't have a sustain loop well...counting on your stats for sustain rather than your game-play is going to give you a bad day.

    U want tanky on a magsorc? U stack the **** out of Magicka. And with that comes more damage. Sets like spinner, Necro, shacklebreaker and the like will benefit u much more than sets that add spell damage

    I can get to 50k (25k in cyro) shieldstack on the pts, without even counting heal ward when low hp and with like 17% in bastion (albeit BiS, but still).

    Everyone here has already provided the feedback I would have. As a Mag Sorc, you gain both your damage and defense by stacking Max Magicka. Sustain comes from all of the Spell Damage you sacrifice for your recovery stats.

    The only part that makes me sad is that you’re a Centurion Grade 1. There was a time when these ranks really meant something.... but to think a Centurion would walk around in a build like this, using gear they just found laying around somewhere of mismatched sets. *sigh*

    I'm sorry but that looks like a pretty tragic set up for a "tanky" sorc. You'll be squishy af and your sustain will be pathetic.

    I haven't played PTS but just by reading the patch notes it's quite evident to me that it will be a toss-up between these two set ups:
    a) Shackle, Necro and Shadowrend (if no pets) or Slimecraw (if pets)
    b) Shackle, Lich, Masterstaff and one of Skoria/Slimecraw/Engine Guardian

    There'll be some minority builds like the ganking with Elegant. Or the full magicka pet builds with Necro, Ancient Grace, 1xDomi, 1XInfernal, Willpower staff. But these will be far and few between.

    While Amber Plasm is still nice set but you can get the mag sustain part by backbarring Lich and the stam sustain part by having one infused stam regen glyph in the next patch. So it become less important.

    With that mag pool you will get one shot through your hardened ward.

    And you need a little more stam to roll dodge.

    I was also thinking of some off meta builds like wizard's + TBS(prismatic big pieces) with ghastly and aegis front bar .

    I think it might be tanky, have a decent mag pool/ health pool and good sustain to do the job. Although a lot will depend on whether a stam regen infused glyph will be enough for stam sustain

    Here's an open world PvP mag sorc build for Summerset.

    5 light/1 med/1 heavy w/ undaunted passives of course. Shouldnt have to point out the need for passives but after seeing the OP's build I'll go ahead with it ;)

    -altmer, max CP

    -5pc shacklebreaker
    -3pc ancients grace jewelry (2 dmg glyphs and 1 regen glyph)
    -2pc willpower (nirn inferno w/disease +infused resto w/berserk)
    -1pc domihaus
    -1pc shadowrend

    -gear is small divines + big infused, crit resist is from CP, only ~1k

    -mage mundus + gold clockwork food. dont be poor, eat gold food

    With this setup you should have around 48k magicka, around 3.4k spell dmg buffed w/berserker proc, 2k mag regen (2.4k with pots). With no pets. Mage light will increase your magicka even more. Continuous attack will increase regen and dmg further, try to keep it active. Decent stam pool and stam sustain.

    Learn to use rune cage and line up all your burst (shooting star+curse+frag+fury) with berserker proc. Overload back bar can be a competitive skillbar for varied engagements and mayhem >:)

    5 shackle, 5 Alteration Mastery, 2 monster set (either a full set for the proc damage, or two 1 piece sets like domihaus and kena for the stats)

    Using tri-stat food Should get you to a 40K+ pool of magicka on a high elf (no need to run a pet), 17K Stamina, and around 21K health in cyrodil. No need for a defensive set as shields (Hardened Ward is sitting at around 30K outside of Cyrodil for me) and dodge roll are your defense. No need for a set like lich and you can stack 3 spell damage enchants on your jewelry because the sustain from Alteration Mastery and Shackle alongside the cost reduction from Alteration Mastery is more than enough to keep you up.
