Anyone get lich set to actually work?

Was doing some testing and I am a bit puzzled and wondered if anyone else could replicate or perhaps just explain.

So I have 2175 Magicka recovery but when I cast a few spells to get my magika lower I only seem to gain back 2108 at a time.
With the lich proc my magika recovery goes up to 3758, however I still only receive back 2108.

So how exactly does this work? Is regen capped or something? I have been using lich in pvp for weeks now and was wanting to test it vs some other sets but when I started measuring my actual recovery I noticed I wasn't actually recovering anymore.

What i recently think to have observed, that lich procced, but my stat sheet wasnt affected at all. So basically my magicka regen was the same as always despite having the proc. Still i actually never felt, that i miss the regen somehow.
But this definitely sounds like some myth to be busted. I will have a look at it tomorrow and test it.

Your magicka regen only goes so high out of combat, or something like that. Test it while dueling in combat, bnb it certainly works for me.

It procs (makes it look like you are getting the Regen) but actually are not when out of combat.

Your screen will say it's up, but it's a liar

test it on a dummy or a mob... out of combat regen =/= in combat regen ... the numbers in your character sheet tell you the regen you will get while in combat.
by the way funny fact: jewelry regen glyphs don't contribute to out of combat regen.. i haven't figuered out how exactly out of combat regen works, but the amplifiers are very strange, it seems to be heavily dependent on your armor type. then again.. who cares about out of combat regen

I recently took lich back in use. and said to my self that lich really used to be stronger. didnt feel the difference.
Normally lich would bring u from low magic, to almost full if u pop a potion with it. Even under heavy use of skills.

I be testing myself, and get back to this thread.

Lich only works when in Combat. You can proc it when out of combat, but it will not take effect. You must be in combat to gain the bonus. Not sure what will happen if you proc it, and THEN enter combat.

They really should get completely rid of this in combat / out of combat stuff. It is really a big pain to figure out sometimes. As some people point out, if you watch your ACTUAL regen when out of combat, it is almost never the same as it says on your sheet. Thats because the sheet is for "in combat" regens. Personally never took the time to figure out what the deal was, but maybe i should.

If this regarding Jewelry is true, that would make the already non-optimal (Power gives 10 more) Jewelry Enchants completely useless. Wether in Cyro or BG, you have alot of time out of combat, where you cast buffs etc - regen is important there.
